The St. Johns County Council on Aging working with the Board of County Commissioners under the leadership of Commissioner James Bryant, recognized the need for increased community transportation options beyond the paratransit, door-to-door service already provided. This led to the creation of the Sunshine Bus Company in 2000 to provide a deviated fixed route system, initially operating two routes on a shoestring budget. This combined system of paratransit and deviated fixed route service has continued to expand as demand and funding has become available.
In order to efficiently utilize transportation funding that the St. Johns County Council on Aging provides, the county-wide deviated fixed route bus system – The Sunshine Bus Company – was introduced in order to provide public transportation to a wide range of known origins/destinations necessary for everyday living.

What is Route Deviation?
Our bus service provides deviations for the general public upon request. A route can be deviated from up to 1/4 of a mile. Route Deviations cost a flat $4.00 fee (i.e., no discount).
Note: Route Deviations fees do not include standard boarding fares, and tokens cannot be accepted as Route Deviation payment.
Examples:
- A passenger calls and schedules a trip within the service area.
- The bus makes a deviation to pick up the passenger (at his home).
- The passenger pays their fare plus an extra fee for the deviation.
- The bus continues on its regular route.
- The passenger will exit at their desired stop (the hospital).
In addition to providing a deviated fixed-route system, COA provides demand-response paratransit service.

Any person who believes she or he has been aggrieved by any unlawful discriminatory practice may file a complaint with St. Johns County or the COA.
